The cotter pin itself pinches the kickstart lever onto its shaft, and this nut is what draws the cotter down tight so the lever stays put when you're kicking the engine over. It's a small part but an important one to have snugged up right, since a loose cotter will let the kickstart lever work its way loose on the shaft.
