This is an Amal throttle slide, listed in the catalog as a number 3 cutaway, appearing in the carburetter and air cleaner section for 1969. The slide fits inside the carburetor body and rides up and down as you work the throttle cable, and the cutaway notch on its face is what shapes the air/fuel mix off idle before the needle jet takes over further up the throttle range.
