BSA Clip for high-tension lead (U.S.A.)
A clip for securing the high-tension (spark plug) lead, U.S.A. version, part number 19-0866.
This is a clip for the high-tension lead, the wire that runs from the coil to the spark plug carrying the ignition spark. The catalog lists it specifically as a U.S.A. version, and it shows up under Electrical Equipment in the parts book. Its job is simply to keep that HT lead routed and secured where it belongs so it doesn't rattle loose or chafe against the frame or engine.

The part also appears under the older number 19-866, so if you're working from an earlier parts book and see that number, it's the same clip.
