This is a cable adjuster and nut, the small threaded fitting used at the handlebar end of a control cable to take up slack and set lever free-play. It shows up in the parts book under the handlebar and control levers section, so it's doing its work right up at the bars rather than down at the engine or gearbox end of the cable run.
