This is a 7/16 Cleveloc-type locknut, part number 14-1204, also listed under 6.3089. Cleveloc nuts use a distorted or crimped thread section to hold tension against vibration without a separate nylon insert, which is why they turn up all over old British bikes wherever the factory wanted a nut that wouldn't back off on its own.
