This is a connecting link and half link for 428-pitch chain, sized 1/2 x 5/16. It's the piece you use to close up a length of chain when you've cut it to size, or to fine-tune overall chain length by half a pitch using the half link. Renold made this to their own chain standards, and it's built to match up with 428 chain dimensions.
