Split pin
A 1/16 in. by 1/2 in. split pin used to lock nuts and clevis pins in place at various points on the bike.
This is a split pin, sized 1/16 in. by 1/2 in., the kind of small fastener that keeps a nut or clevis pin from working loose once it's tightened up. It shows up in the parts books under the swinging fork, suspension units and chainguard section as well as with the control cables, so it's one of those parts that gets used in more than one spot on the bike wherever something needs locking in place.

Don't overthink this one. It's not a part tied to a single job or a single location - split pins like this get used anywhere a cotter-pin style lock is called for, and the catalog entries reflect that by showing up across different figures.
If you're replacing one, just match the size, 1/16 in. by 1/2 in., and bend it the way the original was bent. Cheap to keep a few of these in the parts drawer since you'll run into them all over the bike.
