This is a rubber mounting grommet, catalog number 06-0811. The factory parts book lists it as a mounting rubber, and it turns up in the sections covering the oil tank and fittings as well as the battery tray and direction indicators, so it's used more than once on the bike to isolate a mounted component from vibration.
