This is a clutch friction plate for the Norton Atlas 650/750, made by Surflex, with 3/8 inch internal dogs that lock it to the clutch hub. It's 3.5mm thick and shows up in Norton parts records as PN 21259 as well as under this shop number, 043442 (also written 04.3442).

A set of these plates stacks up in the clutch basket alongside the steel plates to give the clutch its friction surfaces. Norton lists five per clutch on the P11, so if you're replacing them it's worth checking the whole stack rather than swapping just one.
