Norton Dowel, Outer to Inner Cover
A locating dowel that aligns the outer gearbox cover to the inner cover on the unit gearbox.
This is a dowel that locates the outer gearbox cover to the inner cover, keeping the two castings aligned when they're bolted together. It's a small piece but it does real work - if the covers aren't pinned true to each other, you can end up with alignment trouble on the mainshaft and layshaft bores, or a cover that seats crooked and leaks.

It shows up across the gearbox shell, inner cover, and outer cover figures in our catalog records, which tells you it's part of the family of hardware holding that gearbox case together as a unit. The catalog appearances run 1971 through 1975 for this number.
If you're rebuilding a gearbox and this dowel is missing, bent, or has walked partway out of its hole, replace it before you button the case back up - it's not something you want to discover is wrong after the covers are torqued down.
