Over time these bushes wear from the friction of the camshafts spinning against them, and a worn set lets oil pressure drop and lets the cams float around more than they should. Since this is a full set rather than a single bush, you're covering all the camshaft bearing points on the motor in one go rather than replacing one and leaving the rest original.
This is a machine-fit item that goes in with the crankcases apart, so it's not something you swap on the bike sitting in the frame. If you're rebuilding a 650 crankcase from this era, this is worth having on the bench alongside your other bearing and bushing stock.
