This is the middle lug and stem from the telescopic front fork assembly on the Tiger Cub, listed in the parts book under the T20SS and T20SH fork figures. In pre-1973 telescopic fork practice this kind of lug sits between the two fork legs and carries the steering stem down into the head, so it's a structural piece rather than a bolt-on accessory - it ties the fork tubes together and gives the steering stem somewhere to seat.
