This is the headlamp spacer, part number 83-2211, listed in the fork parts books as fitting the telescopic front fork setup on 71-650 era machines. It sits in the headlamp mounting bracket assembly, taking up the gap between the bracket and the fork leg or ear so the headlamp sits square and doesn't rattle around once everything's torqued down.
