This is the 3/8 UNF domed sleeve nut, part number 21-2062, used at the headlamp bracket mounting point on conical hub front fork setups. It's a domed nut with a sleeve rather than a plain nut, giving a finished look where the headlamp stay bolts through the fork bracket.

The dome shape covers the end of the fastener cleanly, which matters on a visible spot like the headlamp mounting area where a plain nut would look unfinished.
