This is the flywheel for the T140 unit-construction twin, listed in the crankshaft and connecting rods section of the parts book. It's the mass that rides between the two crankshaft halves, bolted in place as part of the crank assembly, and it's what smooths out the pulses from the two pistons firing so the engine doesn't shake itself apart at idle and low revs.
