This is the cylinder base gasket for Triumph 650 twins, the metal core paper sandwich type that seats between the base of the barrels and the crankcase mouth. It's cut with an oil feed hole to keep oil routing correct through that joint. The alias number 5380-007 refers to the same gasket, in case that's the number printed in your parts book.

Base gaskets are a normal part of any top-end job. Every time the barrels come off, this gasket should come off too and get replaced rather than reused, since the sandwich construction doesn't seal well a second time once it's been compressed.
