Pillion (passenger) footrest, part number 68-4835.

It shows up in the parts-book figures covering footrests and brake linkage, and also alongside the handrail, support rail, and battery carrier layouts, so it mounts to the rear section of the frame or its support rail rather than to the swingarm.
