This is the support bracket for the chain tensioner assembly inside the primary case, as shown in the parts book under Outer Primary Cover – Chain Tensioner – Clutch Control. It's the small piece that the tensioner blade or adjuster mounts to, holding that assembly in position so it can do its job of keeping tension on the primary chain as it wears.
