A pivot pad for a rear brake shoe, giving the shoe a fixed rocking point inside the drum.

This is a pivot pad for a rear brake shoe, listed in the parts book under the rear wheel section. Its job is to give the shoe a fixed point to rock against inside the drum so the shoe pivots cleanly when the brake is applied rather than shifting or binding.
