This is an Amal throttle valve, size 3½, catalog number 19-3129 (also shown as 622/060). It's the slide that rides up and down inside the carburetor body, and the cutaway on its bottom edge is what shapes throttle response off idle before the needle jet takes over further up the throttle opening.

The catalog places this valve under CARBURETTER, appearing across records from 1969 through 1970. If you're rebuilding a slide and it's worn or scored on the sides, it'll let air past and cause a hunting idle or flat spot, so it's worth checking the bore fit when you're in there anyway.
