This is a banjo fitting with a 3/8 inch eye and a 1/4 inch barb, used to connect a hose to a banjo bolt joint where a straight fitting won't do the job. Banjo fittings like this show up in oil lines and fuel lines on older British bikes, letting a hose run off at an angle instead of straight into the bolt.
