This is an Amal throttle valve, cutaway No. 3, listed under 99-0527 (also referenced as 928/060). It's the slide that rides up and down inside the carburetor body, controlled by the throttle cable, and the cutaway number stamped on it governs how the engine picks up off idle before the needle and main jet take over further up the throttle opening.
