This is the right-hand instrument carrier, part number 97-4575, the mounting cup that holds the tach or speedo up in the instrument cluster. It shows up in the parts book under the SPEEDOMETER AND TACHOMETER figure, and catalog entries for it run from 1979 through 1985.

On most Triumphs with twin gauges, one carrier sits on the left and one on the right, and this is the right-side piece. It's the metal cup the instrument face seats into, giving it a mounting point on the top of the fork or handlebar bracket area rather than being a decorative trim piece.
