This is a handlebar clip that keeps the wiring loom and control cables tidy against the bar instead of flapping around near your hands. It rides under the switch housings or clamps and holds the harness or cables in place with spring tension, so nothing rubs on the tank or gets pinched when you turn the bars. The catalog lists it as used across a run of years through the 1970s, wherever the control cables figure calls for a clip of this type. Some parts books show this same part under the older H4112 designation, so if you're working from an early book and see that number, it's the same clip. It's a small item but a handy one to have a couple of spare on the bench, since they're easy to lose track of during a wiring or cable job.
