This is the left-hand headlamp mounting ear cover, listed in the catalog as 97-2161 and known under its earlier number H2161. It shows up in the fork-related figures covering the telescopic front fork and the swinging arm/suspension sections, and it's the cover piece that sits over the top of the fork where the headlamp bracket mounts to the fork leg.

On these forks, a pair of ear covers dress up the top fork area where the headlamp shell attaches to the top of the fork legs. This is the left side of that pair. Catalog appearances place it across 1968 to 1970.
If you're replacing one, it's worth checking the other side too since these get ordered and installed as a matching pair even though they're separate part numbers.
