This is the rubber bush for the steering damper rod on Triumph telescopic forks, part number 97-1618, also found in older parts books under G132B and H1618. It shows up across the front fork and steering damper figures for the T100C, T100R, 6T, TR6, TR6C and T120 lines, so it's a common wear item on unit-construction Triumphs from the mid-1960s into 1970.

The steering damper on these bikes uses a rod running down through the steering head, and this rubber bush sits in that assembly to cushion and locate the rod. Rubber parts like this one harden and crack with age, and a tired bush can let the damper rattle or bind instead of working smoothly.
