This is a fork lock, the aftermarket Emgo-made version that covers Triumph, BSA, and Norton machines from 1967 on. It's the lock assembly that lets you steer-lock the front end and pull the key, the kind of thing that quietly wanders off a bike over the decades and never gets replaced until you actually need it.
