Rubber mounting grommet for the oil tank and side panel on Triumph twins, part number 82-6673 (F6673).
This is the rubber mounting grommet Triumph used to cushion the oil tank and side panel mounts on twin-cylinder models. It shows up across a long run of parts books, from the mid '60s into the late '70s, in the OIL TANK, GAS TANKS AND TWINSEAT, AIR CLEANERS AND SIDE PANELS, and PANEL AND TWINSEAT figures - so it's a part that gets reused in more than one mounting location on the bike. Older parts books list it under the F6673 number, which is the same physical grommet as today's 82-6673.

The grommet's job is straightforward: it sits between the metal mounting tab and the frame or bracket, taking up vibration so the panel or tank doesn't rattle or crack its mounting ears over time.
