This is the right side panel, listed in the parts books under PANELS AND TWINSEAT. It's a bodywork piece that mounts on the right-hand side of the bike, filling the gap under the seat near the oil tank and toolbox area typical of that panel layout. The older parts book form of this number is F4677, so if you're working from an early parts list you may see it referenced that way rather than as 82-4677.
