This is the bolt and nut set that anchors the steering damper plate on Triumphs fitted with a friction-type steering damper. It's a small hardware item, part number 82-1718, also known in older parts books as F1718. The catalog cross-references it under the speedometer, tachometer and tail lamp figure, which is just how that section of the parts book grouped the top-of-fork hardware in some years.

The steering damper anchor plate itself clamps around the top of the steering stem area, and this bolt/nut pair is what holds that plate secure. If you're rebuilding the top yoke area or chasing a wobble in the steering damper mechanism, this is the fastener to have on hand.
