This is the washer that seats under the oil feed fitting on the oil tank, sealing the joint where the feed pipe connects. It's a small part but it's the kind of thing that turns into a wet frame if it's missing, hardened, or crushed flat.

The catalog lists it as a fiber washer for the oil tank feed connection, and it shows up across a long run of oil tank figures from the mid-60s into the early 70s. If your parts book shows F1713, that's the older reference for this same washer.
