A shakeproof washer, Triumph PN 70-8165 (also E8165), used at fastener points in the gear cluster/timing cover and electrical box areas.
This is a shakeproof washer, Triumph part number 70-8165, also listed under the older E8165 designation. It shows up in the parts books under gear cluster and timing cover figures, as well as an electrical box listing, which tells us it's a small hardware item used to keep a fastener from working loose in a couple of different spots on the engine and electrical side of the bike.

A shakeproof washer does what the name says: the teeth or serrations bite into the surface underneath the fastener head and resist it backing off from vibration, which matters plenty on a running twin. Given the figure titles here, it's doing that job either on the timing cover/gear cluster area or inside the electrical box assembly.
