This is the scavenge side plunger for the oil pump, part number 70-6681, also listed under the older E6681 number. It shows up in the parts books under the Oil Pump, Release Valve, Manifold and Tappets figures, so it lives inside the twin-plunger oil pump on the bottom end of the engine.

The oil pump on these engines runs two plungers, one for feed and one for scavenge, and this is the scavenge one, the side that pulls oil back out of the sump and returns it to the tank rather than the side pushing fresh oil into the engine. If the scavenge side isn't doing its job the engine will wet-sump, meaning oil collects in the crankcase instead of draining back, so a worn or scored plunger here is worth checking if you're chasing an oil-carrying-over problem.
