70-4147 is the chain tensioner abutment, the small fixed point the tensioner blade or pivot pin bears against inside the crankcase/chaincase area. It shows up across the crankcase and chaincase-and-chains figures in the parts books, which tells you it's part of the hardware that keeps chain tension mechanisms located and working correctly rather than a chain or blade itself.

This one carries the older E4147 form in earlier books before the numbering settled on 70-4147, and further down the line the factory superseded it with 70-5976 — so if you're chasing this part off an older parts list or a newer one, both numbers point at the same physical component.
It's a low-cost item that's easy to overlook until the tensioner starts moving around more than it should. Worth checking condition when you've got the chaincase open for other work, since it's not something you want to find worn out mid-job.
