This is the pushrod tube for the 650 twin engine, the tube that runs alongside the cylinder block and carries the pushrods up from the tappets to the rocker box. It's a Triumph part, cataloged under the figure for cylinder block and head on the 6T and TR6 engines, and it shows up in the parts books under the older E3646 designation as well as the current 70-3646 number.

These tubes seal the pushrod path from the crankcase up to the head, so they need to seat cleanly at both ends to keep oil where it belongs. They take a fair amount of engine heat and vibration over the years, and it's common for the seals at each end to wear out well before the tube itself is bad, so worth checking both when you're in there.
