Exhaust pipe adaptor
Exhaust pipe adaptor (spigot) that threads into the cylinder head to seat the header pipe, later superseded by 70-9516.
70-3583 is the exhaust pipe adaptor, or exhaust spigot, that threads into the cylinder head so the header pipe has somewhere solid to seat and clamp. It shows up in the cylinder block and head figures across the 6T, TR6, T110, TR6R, and TR6C listings, so this is a head-mounted fitting on the unit and pre-unit 650 engine family rather than anything downstream in the pipe run itself.

Old-book records carry this part as E3583 before Triumph moved to the numeric-only system, so if you're working from an early parts book and see that number, it's the same physical piece. Later on the factory superseded this part number with 70-9516, so if your bike's paperwork or a more recent parts book lists 70-9516 instead, that's the same adaptor under its updated number.
If you're pulling head fasteners and find the spigot loose or stripped in the threads, it's worth checking the bore before just dropping a new standard one in — some of these were produced oversize to true up a worn head. Bring the head in or call ahead if you're not sure which size you need.
