70-3215 is an outer valve spring, one of the pair of springs that sit over each valve in the cylinder head to keep it closed against the seat when the cam isn't pushing on it. It shows up in the CYLINDER BARREL AND HEAD section of the parts books, and it's the older E-prefix part, E3215, carried forward under the modern numbering as 70-3215.
