Hollow dowel that feeds oil from the crankcase to the tappet blocks at the cylinder barrel junction, PN 70-1532 (E1532).
This is the hollow dowel that carries oil between the crankcase and the cylinder barrel at the tappet block junction, part number 70-1532, also seen in older catalogs as E1532. It sits at the oil junction block area and is what people mean when they talk about the tappet oil feed dowel - a small hollow pin, not a solid locating dowel, so oil can pass straight through it on its way up to the tappets.

You'll find it called up across a long run of figures - crankcase, cylinder barrel and tappet block drawings, the crankcase assembly itself, and the inner primary cover/oil pump figure, which tells you it's one of those small parts that shows up wherever the oil feed path is drawn. It appears across a long span of catalog years, so plenty of different engines used the same dowel.
It's a cheap part to replace and an easy one to overlook when a top end is apart. If the oil feed at this junction is compromised - a bad dowel, a bad seal around it - you can lose oil pressure to the tappets, so it's worth checking whenever the barrel comes off. Confirm which dowels your parts book calls for at this location before you order, since more than one type of dowel shows up in these same drawings.
