This is an Amal throttle slide, part number 689/060-3.5, cut to the 3.5 size for the Monobloc carburetor. The slide is the piece that rides up and down inside the carb body and controls how much air and fuel gets through when you roll on the throttle. The cutaway size, in this case 3.5, is what sets the mixture off idle, so slides aren't interchangeable across cutaway numbers even within the same body.
