This is the clutch cable abutment, part number 68-3259, also known by the older reference I406. An abutment like this is the fixed anchor point where the outer casing of the clutch cable seats, letting the inner wire pull free against a solid stop when you squeeze the lever. Without it in place the cable has nothing to push against and the clutch won't actuate properly.
