This is the cold start cable listed for the T140, the control cable that runs from the handlebar lever (or console switch, depending on setup) down to the carburetor air lever/junction, giving you a way to richen the mixture for starting from cold. It's a simple mechanical cable, not an electrical part, despite living up near the switches on the bar.
