This is a rubber grommet, catalog number 60-3161, also known by its earlier D3161 designation. It shows up across a handful of catalog entries tied to the electrical side of the bike - figure titles place it around the electrical components, the electrical box, and the side covers near the battery and exhaust area. A grommet like this does the job of lining a hole in sheet metal so a wire, cable, or fitting can pass through without chafing against a raw edge.
