A spring washer like this sits under the retaining nut or bolt at the lower mounting point and helps keep tension on the joint so it doesn't work loose from the constant flex of the rear suspension. It's a small part but one that's easy to lose track of when you've got the shocks off the bike for service.
Catalog records show it appearing across rear suspension listings from the early-to-mid 1970s. If you're rebuilding the swinging fork end of the suspension, it's worth having a couple of these on hand.
