This is a flat washer that sits under a bolt head in the front mudguard mounting, part number 54-0055 (also listed as 54-55 in older books). The catalog gives the size as 5/16 inch bore by 5/8 inch outside diameter by 1/16 inch thick, and it turns up repeatedly in the mudguard figures across several catalog printings from 1969 to 1970.

It is a simple hardware item - nothing fancy, just a spacer/load-spreading washer that keeps the bolt head from digging into the mudguard stay or bracket as it's tightened down. Given how many times it shows up in the mudguard drawings, it's clearly used at more than one point on the front mudguard mounting hardware.
If you're replacing mudguard mounting bolts or doing a full refresh of the front end hardware, it's worth having a few of these on hand since they're easy to lose track of once the guard comes off.
