This is a bushing for the top of a Lucas distributor, made from oilite material, which is a sintered bronze that's self-lubricating and holds a bit of oil in its pores to keep the distributor shaft turning smoothly without needing regular grease. It's a small wear item that lives inside the distributor body itself rather than out on the engine somewhere you can see it.
