This is a front wheel spoke, right-hand side, outer position, as listed in the front wheel figure for 1971-72. The older parts book form of this number is W3819, so if you're working from an earlier reference and see that stamped or printed, it's the same spoke.

Spokes like this one thread from the hub to the rim and hold the wheel true under load.
