This is the cage that holds the front brake shoe adjuster in place on the front wheel assembly, part number 37-3715, also listed under the older W3715 form. It's a small drum-brake fitting that lives in the front hub area, working alongside the adjuster itself to let you set shoe clearance at the front drum.
