This is the front brake anchor plate, part number 37-1990, also cataloged as W1990. It shows up in the front wheel figures for the earlier front hub setup, the plate that carries the brake shoes and takes the reaction torque from the drum brake so the whole assembly doesn't try to spin with the wheel.

On a drum-braked front end the anchor plate is the fixed backbone of the brake - the shoes pivot and expand against it, and it bolts up to the fork end so the braking force gets transferred into the fork leg rather than the axle alone. It's a wear-item-adjacent part: not something that wears out on its own most of the time, but if the fork end or the plate itself gets bent or corroded, shoe centering and brake feel both suffer.
