BSA Washer, handlebar clamp bolt (21/64" × ½" × .048")
A 21/64" x 1/2" x .048" flat washer used under handlebar clamp bolts and other fasteners across several assemblies.
This is a flat washer used under the handlebar clamp bolt, sized 21/64 inch bore by 1/2 inch outside diameter by .048 inch thick. It's a small hardware piece that spreads the load of the clamp bolt head against the fork top area so the clamp draws down evenly without the bolt digging into the surrounding metal.

The catalog shows this washer turning up across a number of different figures - front forks, steering head, the outer timing cover and kickstart area, cylinder head and exhaust, and even electrical equipment plates. That spread tells you it's a general-purpose washer the factory used wherever this size and thickness were called for, not a part tied to one specific job on the bike.
Given how many places it shows up, it's worth having a couple on hand in the fastener drawer. If you're replacing one under a handlebar clamp bolt, just match it up on size before you button things back down.
