Norton Spring washer, damper bottom mounting (3/8" × 3/4" × ·056")
A 3/8" x 3/4" x .056" spring washer used at a rear damper's bottom mounting point.
This is a spring washer used at the bottom mounting of a rear shock damper, sized 3/8" x 3/4" x .056". It's a small item but it does real work — it keeps tension on the mounting fastener where the lower end of the shock absorber bolts to the swinging arm or frame lug, so the joint doesn't work loose from vibration and road shock.

Our catalog record shows this washer turning up across several figure groupings, including swinging arm and rear brake control, footrests and brake linkage, and even cylinder head listings, which tells us it's a common hardware item used at more than one mounting point rather than something dedicated to a single spot on the bike. The catalog data spans appearances from 1969 through 1972.
Given the manufacturer note tying this to Norton records, this looks like a part cataloged for Norton machines rather than Triumph. If you're not sure which mounting point on your bike takes this washer, give us a call and we'll help confirm before you order.
We've never carried this one. Tell us what you're after and we'll go looking — you'll get a price and photos before you commit to anything.
